Yes, during sexual education, abstinence should be discussed as an option. But without any religious or moral connotation. It's not right to make a young person feel shame and guilt for wanting to act on natural impulses. Sure, the church will tell you that you shouldn't have sex before you get married, but some priests will also tell you that it's okay for you to suck their cock when you're only 12. Let's keep that out of schools, shall we?

But if you're asking if sexual education should be "abstinence only", then fuck no. People like George Bush and Sarah Palin will tout the virtues of abstinence-only sex education. Probably because their children are such fucking mutants. I remember shortly after Palin's retarded-ass daughter dumped her baby out, they were parading her on magazines and talk shows like she was anything more than a reformed slam-pig. One quote in particular stuck with me: "If people realized the consequences of having sex, then nobody would be doing it... Trust me." Now isn't that one of the most retarded fucking things you've ever heard in your life?

Abstinence-only sex education is an oxymoron.

EDIT: I didn't see the "(At all)" at the end of the title. My answer is yes, so long as it's objective.

As I parent, I much prefer my kids to know what a condom is, know how to use it; rather than them being thought that sex is wrong. When in fact it's not. Do you realize that the first purpose of marriage was to reproduce? And in my opinion, when you tell a teenager that something is wrong, they're that more likely to go do it.
Side's, us parents CANNOT stop our kids from having sex, unless we follow them around and put a chasity belt on them.

Do you know the meaning of abstinence? Just like Fasting doesn't mean eating is wrong, abstinence doesn't mean sex is wrong. Teaching abistinence is not to tell children that sex is wrong but sex can wait. It is true that a parent can't stop thier child from doing anything but it is the primary duty of the parent build the character of their children.
