I don't think the word itself is offensive but it depends on the context of how it is used.

For example,

If you were to call a person of color, "You black stupid ass" I would call that offensive because its unnecessary to incorporate the word "black" in that phrase. It is also meant to be used negatively in that phrase as well, (not only are you a stupid ass your a black stupid ass-racist)

I know some African Americans who would rather be called African American than "black." A lot of times we often go by appearances and skin tone to derive to these socially constructed terms for race but the naked eye does not tell the entire story sometimes.

If someone told me not to call them Black and preferred something else I would just call them whatever else they preferred. Generally a lot of people don't mind I've found because it's mostly just descriptive.

My distant (great grandparents) relatives were born in Canada.

I'd imagine one would say European-American, just like how African-American is used to describe people with a variety of different African ancestry.
