Why do you have to over sample certain groups? Are you talking about getting good stats or doing it as a political move? I get what you mean if it's the latter.

I was under the impression that oversampling was when you disproportionately sample from one group without it being necessary for the data. What that link describes just sounds like stratified sampling to me.
