Americans already had governments and a group of leaders who were more or less intact when the "revolution" was over. The only real difference (at least until the Articles of Confederation and Constitution) was that we didn't have to answer to the King of England or colonial governors.

Except the people in charge after the revolution were temporary while they formed a new government. The British were the government and were overthrown. Then the colonials placed a new government in once they had it organized.
