Treating them differently than the "normal" citizens inherently puts them in a different class. Especially when so many people point at the religion as a whole to blame for radicalized Arabs. For example, look at how quickly the discussion in here turned to border control—people are confusing the issue and more often than not, "solving" the "problem" harms more people than it helps.

Also, imagine if the West hadn't funded and armed terrorist groups as leverage against the regimes in Aghanistan, in Libya, in Syria? They'd be much smaller.
