Bush is a bigger idiot than Trump. Cheney was what made that particular administration especially nasty though.

Trump is a fantastic manipulator and con-man which I guess shows some very isolated and particular intelligence but every other portion of that mans brain is poo.

I imagine even stupid sociopaths have some talent for lying and manipulating just through sheer practice.
