I think it would be fine either way, as there's enough variation in the beat to make it listenable without vocals in this particular case.

It wouldn't, no. I guess it just depends on what someone wants the instrumental to do. For me, if I like the vocals, that's usually enough. If the vocals are weak, I can listen through it if the instrumental has a good hook or is interesting in some other way.
