The husky would fearfully curl up in fetal position before slipping off the ice and into the water, leaving a long skid mark. The polar bear just stands there, looking all cool, without even giving two craps about the fox that's dancing some sort of Wiccan ritual dance right next to him.

Nah, young 'un. He's pissed that the bear is standing on top of what is a Fox's Glacier Mint. The running theme was always "should be a fox. I'm a fox!" So like Wile E Coyote he tried many things to unseat the bear. In this clip he's skating around, cutting a hole in the ice so that the bear will drop through. Anyone who's watched even one RR cartoon knows what is going to happen....
