What about Leonard Cohen? I have yet to see anyone else pull off a successful emulation of this guitar playing:

I think you might be a little biased, but who cares: Leonard Cohen still is way better that I can ever be, so I won't say anything nasty.
I am very glad no one has mentioned Johnny Buckland, because he's terrible. There are at least forty kids in every high school in the world who could kick his ass at guitar. |

I bet you ten million dollars he could be shredding right there, or playing some old blues licks. But, he does not, because he actually uses his instrument to achieve a unique aesthetic, and has been doing this since the 1970s. That's why I say he's a contender for 'best guitarist'. Because he sees past the Halen-ish 'dee-da-le-dee-da-lee' style of playing, and represents a form that is practically unheard of before him.

They both released an album at one point (Haino and Brotzmann)... Unfortunately, Haino only did the vocals (no guitar).
By the way, if you like Keiji Haino, you should look into Masayuki Takayanagi. From 1975 I actually recommend you look into this album... It's very textural free improvisation (kind of like AMMusic). And... here's my personal favorite with him collaborating with one of the best free jazz saxophone players to ever live. It was recorded in 1970. |
