I like Optimistic on Kid A; it's got a more abstract theme to it, like all of Kid A pretty much does. The only reason it sticks out is because the music wasn't as weird as the rest of it was; it had the Alternative Rock sound while everything else has the more... experimental sound. I think Electioneering sticks out like a sore thumb much more than Optimistic because of its more (how I would describe it) poppy/upbeat kinda sound to it. Optimistic is downbeat, like Kid A's all around theme is.

Speaking of Electioneering: I'd like to contradict my earlier statement that I thought it was filler; while it may stick out like a compound fracture, its lyrical content very much matches the album's all around lyrical content and is just more of a break in the mood. That's why I think it sticks out more than Optimistic; musically, it contrasts, but the lyrical content is still matching to the rest of the album. Optimistic sounds like Kid A in the downbeat, abstract-lyrics sense, but has the more Alternative Rock Radiohead thing going msuically.
