Just about any era of london starting with the 60s
60s san francisco and los angeles
70s canterbury
80s and 90s los angeles
Too many American cities during the late 80s and early 90s to count.

Around 1985 when the entire world was sort of a neon wasteland and the formation of grunge was just starting. Want to roadie with Green River and Big Black....

Mainly it was where thrash was born, but there were other great acts too. Besides a lot of big name thrash acts like Exodus, Possessed, Testament, Metallica, Megadeath, etc., Primus formed out of the ruins of Blind Illusion, the Dead Kennedys got their start, and Faith No More was founded.

I'd still rather go back to LA in the mid 80s to see RHCP, Jane's Addiction, Fishbone, and others but that's just me...
