because old folks don't want to have to own up to enjoying the same kind of partying they try to get young people to stop doing so loudly and governments haven't established the best method for returns yet.
then again keeping them 'illegal' makes them far more tempting to rebellious idiots who still think they're exercising 'their' freedom by breaking laws. makes them a lot easier to keep in check when most of them are too burnt to get up off the couch.
