Default artists on the rise or fall

So Atmosphere came out with a new EP yesterday...and there is absolutely nothing great about it. It sounds exactly like "When Life Gives You Lemons..." I thought that Atmosphere as a whole would step it up after their dump of generic **** on their last album but apparently that's not the case.

Switching gears, "False Priest" by Of Montreal has been easy on my ears since I picked it up. They changed producers which has made a huge difference in the quality of sound and detail of instruments.

So to sum up the reason for this thread, who do you think is on the rise or fall in their musical careers?

Mine:

Rise: Someone Still Loves You Boris Yelstin, Propagandhi, CSLSX, PROF, Jaytech, ect (just to name a few)

Fall: Slug, Thrice, A Wilhelm Scream, Pedro the Lion, Calvin Harris, Wordburglar (*tear, hope he comes out with another album before he quits), ect.

Rise: Boards of Canada, Battles (the stuff they recorded with Tyondai), Flying Lotus, Maserati

Fall: Battles (Sans Tyondai), Hella, The new Don Cab, Foals.

Fall: Squarepusher, Tool (please prove me wrong), mewithoutYou, Ween

I don't know. Struggling to think of artists on the rise...you can never really tell.
