Sleepytime Gorilla Museum is definatley out there from there live performances. And like Duce said Syd Barrett and Beefheart are pretty strange.

i guess goblin would be a good candidate also. If you mean weird music as opposed to weird music videos. The music they did for suspiria is freaky.
