Well any area that's bad works similarly to an American ghetto, it just has different rules. Doesn't matter if your in a Russian slum or some poverty stricken village in Jamaica, bad areas are bad and outsiders will not know how to look like they belong there. Like I said I agree not acting like a nervous mess might help but not significantly enough to make it a reliable tactic.
