Its not insane completely, there is a bus lane on the M4 motorway over here that is outside the fastest lane of traffic!!



They've closed it temporarily now, but for the last 10 years its been there...

I think what you're referring to is a 'lay by' (I think thats the expression, mojo can help hopefully)
