Duke Ellington's soundtrack to Anatomy of a Murder (1959) might be exactly what you're looking for. I don't think the movie itself is a noir, but it's a courtroom drama about a murder so that's pretty close. The music is largely slow and moody—though some it is more upbeat—and it's by Duke Ellington so that pretty much makes it worth checking out all by itself.

I realize your question was posted a long time ago, but I was googling the same thing and found this thread. One you might try (if you haven't discovered it already) is Mark Isham's score to Romeo is Bleeding or Afterglow. I think I understand what you're describing (slow tempo, muted trumpet noir), so if you've discovered any more since, lemme know the names! Thanks.

Check out Jan Garbarek. He's a world-renowned Norwegian Tenor and Soprano sax player. He's absolutely fantastic, and he plays a lot of that Noir-type stuff you're looking for.

You should try listening to Bohren & der Club of Gore. They are pretty sweet :D

I second this and The Kilimanjaro Darkjazz Ensemble. Also, Mingus takes me to a ambient, dark place a lot, but it could be because of past emotions I'm reminded of when I listen to him.
