Because babies form androgenous - until hormones start to be produced within the womb the baby will grow nipples, vagina, penis and ovaries. When testosterone kicks in, the vagina forms a scrotum and the ovaries form testes. The nipples just kinda ... hang around. And the penis forms the cliterous. This is also the reason that men have a sensitive, hairless line working from his balls to his anus. Problems with the hormones in the womb can also lead to heramphroditism, or at least pseudo-hermaphroditism.
