^I remember some sites where you could enter text into a text box, then it would output a picture kinda like that with your text typically on someone's billboard. It looks very similar.

I've seen several variations of that specific picture, although I can't be sure which one is the original.

It's photoshopped. You can tell because there is no variation (besides size) between the letters that occur more than once.

After a quick google search, I found one pretty old and crappy site that let's you change the text on that kid's cardboard piece. Used it to make this :
