Yeah he did. Just not in this specific tweet. I don't know if anything other than the hat has anything to do with Trump.

No he didn't. The other tweet was thoroughly unspecific. Other people are just guessing that might be what he's talking about cause nothing else makes sense.

It's because it's been a thing he's talked about since 2013. When he says giving jobs to people who are free from prison that's kind of what he's trying to say.
