He's certainly ginger-adjacent. Anybody with ancestry in the British Isles/Ireland is at least part ginger, and will be susceptible to ginger children.
I myself am brown-haired, but have the skin and freckles of a ginger. I wouldn't be all that surprised if there was also just the slightest tint of red to Frownie's facial hair in the right light, like mine.
