I don't wash my hands at public toilets unless someone is looking, because I don't think it will get them much cleaner. Unless I took a dump, obviously.
I always wash them at home though.
I think apart from the occasional washing after peeing I wash my hands 2 to 5 times a day or so. I work with old audio equipment so I get a lot of dust and nicotine (please people, stop smoking near audio equipment!) on my hands.
