Genius! Perhaps instead of trying to play down urges, there should be a month dedicated to everyone being less uptight.
It could be called Make-Out March or something, where people competed to see how many people they could get with in a month, and there could be a scoreboard.

2nd Base = 10 Points
3rd Base = 20 Points
Sex = 50 Points

Instead of condemning sexual acts, it would help encourage them and ensure everybody got some and was subsequently more happy.
