That's the Turtle Boy fountain in Worcester Common. A former girlfriend of mine lived in Worcester and showed me the fountain one day when I went to visit her. I can't recall seeing water spewing out of the turtles mouth then or any other time I've seen it, but it would certainly add to the unintended humor of the sculpture!

Here in Philly, right on top of city hall, we have this 37 foot tall statue of state founder William Penn with his cock out, ready to piss on unsuspecting citizens. Actually, it's just his hand, but if you're approaching city hall from the biggest boulevard downtown, this is the view you get:
