That’s because the expression goes back at least to the early 1600s in a related form, “to have all one’s work cut out”. It later went through a period in which it meant that someone else cut out your work for you, that is, gave you something to do.
The image behind the current sense is that of having some assiduous assistant cutting the cloth at such a rate that it’s a struggle to keep up

once i thought i had a great idea during a long shower. i thought... why dont we just save money on gas by customizing our vehicles with larger gas tanks but then i realized that would not affect the gas price in the slightest

For some reason I just can't whack off standing up. So I almost never do it in the shower. Gotta be laying down for that. Even sitting up doesn't work. Needless to say clean up can be a bitch.
