These days there's at least one in every town. We have 3 all within a couple of miles from our house.

honestly it comes across to me like they like other dogs. they just get excited whenever they see one

You could also go to a baseball or soccer field nearby that isn't being used and let them run around or play fetch with them there. It'll take care of the fleeing situation since most of those fields have fences. That's what my family and I used to do when we didn't have fences for our three dogs who were rather fond of running off. We ended up building an enclosure for them.

so let me ask a question to you guys just for the sake of argument... are invisible fences inhumane to you too? and if not then why not if bark collars are?

I agree with chula that not all bark collars are the same. There are some I would never use and some that I've tried with my dog that worked temporarily. Training a vocal dog to not bark is not as easy as it's made out to be, so you have my sympathy.
