The local paper is running a tribute to my late partner in the next couple of days as they have to report on the inquest (which was held last week) and I have added what they wanted to know but got an email yesterday asking to get a picture of myself and the kids to add to the piece. I declined because I don't quite see the point really as if to say 'here are the poor people left behind' and BTW don't smile guys when I take your pic. It's not about us but her.

I think I've made the right decision.

If thats the way you feel then I'd say you probably have made the right decision. That could very well be their reasoning for wanting that picture and as you say, its about her.
