That's so they can verify the legitimacy of the relationship through lease or mortgage agreements or bank account statements, things like that. My boyfriend and I have been living together for three years, but he's only had his card for a year. Before that, he was just here on a student visa. So even if he proposed now, we'd have to wait at least another year or so before applying for a license to get married. We're considered to be in a common law domestic partnership right now, so I can sponsor him for citizenship right now but these are the stipulations. It's easier to just wait a few more months before moving forward to engagement.

They have those regulations in place to stop the mail order bride crap and to prevent people from staging fake marriages just to become citizens. You can actually go to prison over this if you don't follow the rules.

When I was in Korea there was a lot of that going around. Girls would get real friendly with the boys from post and get their green cards and go back to the US. Once they got here *poof* where's the Korean?

The same thing has happened here in the past, which is why there's now a lot of red tape to get through when you're marrying a non Canadian. They want to make sure it's the real deal and nobody is being taken advantage of or assisting in potential illegal immigration. My boyfriend has already been here for 4 1/2 years so that's not an issue, but he still wants citizenship which is why we have to wait.
