Ah you mean all the other ones. Yes, the majority of disc golf parks in the US are maintained by city/township/village Park Districts. The business plan is that when you put in a disc golf course, you generate revenue through the surrounding business's by the increased traffic coming through the immediate area. As far as drinking beer and smoking pot, it's usually ok if you're being a responsible person about it. I've never been hassled by police in my years of playing, and have even gotten friendly waves from a few officers as they drove by.
It is a little bubble of awesome, actually. Nice way to put it.
