Because in the shower the soap and water run down your legs, and apparently ppl feel like that's sufficient washing

I sit on the side of my bathtub and wash my feet/lower legs before I get in the shower. To avoid falling down. I have to wash my feet thoroughly. Especially after 12 hours in work boots.
