Not really.. it's a generalization, it very much comes down to the particular circumstance. If youre scared for your life because that's your natural tendency but there was no actual threat of violence (just creepiness) than your not a victim. You have to prove threat of violence.

Sometimes when you generalize things they no longer become relevant. Like equating committing a crime to being taken advantage of.

Do you think that "creepy" behaviour a la acting outside of social norms is an implied threat of violence because it displays a degree of unpredictability?
