My friend in Manila is saying that local cases have emboldened Duterte and that the military is shooting anyone who breaks quarantine, no questions asked. It's expected that dissidents who have survived his reign so far and the homeless are likely to be executed or imprisoned under the guise of maintaining quarantine over the coming days and weeks.

I was thinking of ways people might be taking advantage of the situation, but dam. We need a vaccine for opportunists.
