top critics' approval or disapproval is compiled into the final tomato-meter rating, the people of RT get to vote but that only affects a score you have to click a tab to find out anyway. So if you have a problem with a movie being highly rated on there, then you think it shouldn't be critically acclaimed. There's no single deciding entity.

WHAT? What is wrong with you man? This is a classic. Simply because it was so bad it could never ever be good. Yet for some reason we all still love it.

I have been forced way to many times to watch this piece of crap and the only slightly reedeming quality about is the laughs you get from its pure badness.

or The Princess Bride. Pure heinous stuff right there.

Maybe not the worst movie of all time, but the worst movie I've seen in a while is Gentlemen Broncos.
