Enemies do level up with you, to an extent. You're still a low level, though, so give it time. And no, it's not too late to change primary weapon styles. Not at level 22, anyway. I'd go with one-handed and a shield, and level up both one-handed and blocking. The shield will come in very handy against melee opponents, and also for disrupting spell-casting.

Also, if you're not really using magic primarily, when you level up just go back and forth between health and stamina when you choose which to raise. Just leave Magica out of the equation entirely until you're a boss of health and stamina.

Ultimately, refrain from spending perks on things that don't lend themselves to your primary style. Also, you may want to invest in some heavy armor if you haven't already.

I spend all my level ups on health and stamina anyway and think I've only ever increased magic once. I tend to spend my perks on weapon skills, archery, heavy armour and smithing. I also smithed my heavy armour a couple of times and that's pretty good now. The only other thing I spend it on is lockpicking (love to pick locks in the game)

Was thinking of changing to the fastest moving two handed which I think is the greatsword but will think about sword and shield now.

Finally can get rolling on this main quest again after only 3 and a half months..

How are you supposed to level up two handed? I have two swords equipped and alternate between them with each strike, as well as using them at the same time but i cant skill up. I increase my "one handed" skill for some reason, however.

There's no 2-handed skill. There are feats that make you a better dual-wielder, but the weapon skill used is one-handed.

I don't think so. I mean, it would suck if you had gotten used to wielding your favorite 1-hander in a combo with another weapon, but then chose to go with a shield .. And suddenly, your skill with the weapon was shit.

Yeah but leveling up your one handed is relatively quick. I don't think it would have been too big of a issue.

It's just so weak right now. It looks really badass, i just want it to feel powerful.

I think it makes sense that every weapon in the world is related to one (and only one) weapon skill. However, perhaps there still could have been a 2-hander feat tree. I gave dual wielding a shot, but I didn't stick with it. It felt powerful to me, but also a bit frantic.

So I'm playing this on pc with only a few mods installed as well (SkyUI / Fix Lydia's Trade Dialog - both are rather essential). Problem is I can't advance the Graybeard quest in High Hrothgar. I get up there, they ask me to shout, and then just repeat the line about 'Don't be afraid, let us taste of your voice' or whatever. Has anyone else run into this? Am I going to have to bust out the console and forcibly advance the quest?

Also horses are useless and disappointing in this game as they currently stand. Once I'm able to fire my bow and hunt some wild game from horseback is the only time I'll bother with them again. I figure it's only a matter of time before it's properly modded into the game.
