Since there's a difference in Anime and Cartoon - I'd pick American Dad as favorite cartoon.
I'm not watching much TV anymore to be honest, so I can't say much about the others...

As a kid I enjoyed watching Biene Maja (Maya the bee), The Little Polar Bear (Der kleine Eisbär) and Vicke Viking (Wickie und die starken Männer).
There were hardly ever Anime on TV, but I like are Pokémon and Toradora!

Yeah, I also vote DBZ along with all the old school Hanna-Barbera and Adult Swim cartoons. Oh, and Spongebob.
