80s/90s by a clip

Hi,

I'm looking for this one song, the sad thing I saw only it's clip.

There was a guy probably in a suit and he was doing some weird stuff, like yoga or something. There was also a lot of blue background and the guy getting coppied and shrinked.

It looked something like this.

There was also some weird tile set on the background, it was not clear blue.

I guess it was some song from 80s/90s, it looked really weird. I have a feeling that ther was a word "High" somewhere in the title or name of the interpret (or album title).

Yeah and I think he had a hat on his head, but I'm not sure. I saw the clip in a bar, I was a bit drunk so I'm not really sure about the details, that's all I have, well it's not much.

Someone help?
