Default Melancholy European Early 20th Century Artist

A while back, someone posted some YouTube videos of a European singer (I think) from the 20s or 30s who made this super-melancholy music that was pretty great. I can't remember who posted it, but it was someone who's a regular. Just wondering who that artist was, if anyone can help.

I don't, but I'd suggest maybe checking your "Old timey music" thread? Maybe.
