The Smiths, Definately. The cure are great too, but i don't consider them an 80s band because they've been going for so long.

If we're talking strictly pop music, I would exclude U2, New Order, REM, The Church & such (what used to be called "alternative" back when the term meant something).

There was really more good "one hit wonders" in the 80s more than consistently good musos I think:

99 Red Balloons - Nena (the greatest upbeat apocalyptic song!)
Major Tom - Peter grrr Schiffer ?? I forgot his name again!
Bette Davis Eyes - Kim Carnes
etc.
