Identifying an Album Cover (member, track, artist, Hang)

Okay, this is my first thread, but I must admit, I registered for this purpose. I'm trying to track down the name of an artist and album. I remember listening to it and thinking it would be good for my sister, but I can only remember the cover. If someone can identify what album I am referring to, based on my description, it would be greatly appreciated.

It is a black dress hanging from a clothes hanger, and I believe the background is a pink or salmon color. There may or may not be any yellow on it.

Yes, I know, that is very vague, but I think that if you've seen it, you'd know what I was talking about.
