Default Georges and Oranges
Difficult to compare, really. Kind of like apples and oranges.
Their musical styles are different. Each good in their own style.
If I HAD to choose... I would say George Michael... because I like his musical styling.

George O'Dowd on the basis of "Do You Really Want To Hurt Me?". Stunning and soulful. He'd kinda established his persona before Wham! got going too.

I think Boy George may win here. George Michael is a little too self-important sounding in my opinion despite being highly ambitious.
