The stooges are proto-punk. They were a band before the term punk was applied to music, and are credited as a major influence on punk rock which was soon to come, but can't actually be considered part of the genre themselves from a historical perspective, because it didn't exist yet. Post-punk refers to bands that came after the genre's alleged death (i.e. the 80s onward)

Punk was less a musical genre than it was an attitude or mantra. If you listen to "Punk" bands from the '70s like Television, the Velvet Underground, Wire, and even the Sex Pistols and the Ramones, they sound nothing like the "Punk" bands today. Like jr. said, Punk was about social consciousness, activism, and a whole lot of rebellion. Though I personally think the genre has gone rather stale, there are a few bands out there upholding the original ideas behind Punk.
