The only contenders ahead of Biafra are Johnny Rotten and Joe Strummer, and you could certainly argue that Joe Strummer deserves it. Iggy Pop is tied and the same goes for him. Johnny Rotten may have gotten votes for charisma, which one could argue make him a great frontman, even if not a great musician.
