i dont know about best, but here are some good ones that come to mind
henry rollins, jello biafra, joey ramone, sid viscious, tim armstrong...

maybe tim shouldnt be mentioned with the rest, considering brody is gaining ground on him lately

I agree about Jello being one of the best, Id also have to mention GG Allin for his stage antics, and **** from Subhumans for still rocking after all these years.

I don't know either, to be honest. Maybe John Lydon, aka Johnny Rotten. Maybe Joe Strummer. If Midnight Oil is considered a punk band, I'd go with Peter Garrett
