The Dead Kennedy's were fairly proficient songwriters, particularly their guitarist East Bay Ray who was well versed in playing rockabilly and surf guitar. Most of the notable punk bands had some level of skill.

That one guy in the Vandals seems like a good guitar player. Either way, plenty of punk play and sing the way they do as a stylistic choice. Plenty of others because they suck, in a charming way.
