I'd say there's plenty of post-punk bands that are very much punk, but a lot of them have grown away so much from punk they indeed barely sound like punk bands. They do still have that amateuristic DIY thing going on tho.

I can't. I'm saying this just from my recollection of browsing post punk bands, but I'm not the biggest fan of post-punk so I don't know many at all. However, I remember finding those to fit the broad umbrella of punk. It's just that with the majority I did not find it to be the case however. Plus, it's the same with post-hardcore. You have a bunch of bands with plenty of songs that are punk as ****, and some post-hardcore bands that I could barely consider hardcore punk. I've listened to more post-hardcore.
