duh, the hooks are just an example but there is clearly a difference in poppiness between the Ramones or the Buzzcocks and bands like the Sex Pistols

punk is the democratic seizing of the means of production of Pop
pop punk is a purposefully sanitized totally commercial ploy that is not at all even really trying to be the same thing

it's certainly not a dividing line, just an example that came to mind. Not a very good example, I'll admit that. Of course the Sex Pistols are accessible too; so are many metal bands which certainly aren't pop. There is clearly a difference in attitude and sound with the Ramones/Buzzcocks; a difference sufficiently big that I wouldn't call it splitting hairs. I find writing about music hard so I'm not good at explaining it but I think you know what I mean
