It's a matter of opinion.

If Eminem's got bad flow and delivery, I'd like to know what it says about Jay-Z when he's the slower of the two.

Personally I don't think the vocals matter that much. If Jay-Z's music (as in production/beats) was good, it'd be different. His music is boring, and while everyone talks about how Eminem is always rapping about his mom, Jay-Z only really raps about himself.

yeah , I would say it's a preference issue but I wouldn't say someone has more skill just because they can rap faster than someone else.

Delivery speed is NOT an indication that someone has more skill than another person.
