An extemely underrated rapper is Cam'Ron. He's really really great too.

I think as far as flow and lyrical content Gift of Gab is one of the better ones who isn't buried so far underground. Tonedeff gets an honorable mention just for the sheer speed at which he can go at, something like 14 syllables a second or something along those lines.

I'd have to say Nas just based on the fact that Illmatic would have to be the overall best rap album I've heard, and from what I hear, is widely viewed as one of the best ever. True masterpiece, in my opinion.
