The Toasters are considered the first third-wave band. However, they are strongly influenced in the Two Tone style of the second wave.

Mhmm, Toasters were transitional third wave, but there are still a good number of third wave bands that show just as much two-tone influence as they do. The Slackers, Pietasters, Planet Smashers, Mephiskapheles, Undercover S.K.A., etc. are all decent examples.

But definitely go after the other two tone bands first, as somebody already suggested. My personal favorite among that whole era would probably be the Selecter, but it's all good.
