Because theres a little thing called prog folk. Which follows most of the same themes as prog rock, but in a non rock context.

Not to mention guys like Kraftwerk are considered prog, and they're not really rock either.

I wouldn't limit prog to being just a rock sub-genre, especially when considering how many other genres it has spawned from.

Prog Folk isn't really a sub-genre of Prog Rock is it? Unless it's prog folk-rock.

He said prog not prog-rock and last time I checked rock wasn't the only genre that was allowed to be progressive.

Well prog folk is a broad term, it could be used to describe both prog rock bands with folk elements or folk bands with progressive elements. So in that sense, Blackmores Night could be considered prog folk even though they don't fit the discripion of a rock band, and at the same time Jethro Tull could be considered prog folk as well, since they have varried between rock albums and folk albums, all with a good dash of prog.
